The Consell Insular is the self-government institution of the island of Menorca. The dissolution in July 1978 of the “Diputación Provincial de Baleares” and its replacement by the Consell General Interinsular paved the way for the creation of the three island councils of Mallorca, Menorca, and Ibiza & Formentera. Created by the 1978 Local Elections Law, these councils initially functioned as local administration bodies.

Later, in 1983, the Consell Insular was defined as an institution of the Autonomous Community by the Statute of Autonomy of the Balearic Islands, which entrusted it with “the government, administration, and representation” of the island of Menorca, granting it autonomy in managing its own affairs.

The core functions carried out by the Consell de Menorca are:

  • Proposing legislation to the Parliament of the Balearic Islands.
  • Managing decisions of the Government of the Autonomous Community in Menorca and assuming its ordinary representation.
  • Signing cooperation agreements and accords.
  • Exercising regulatory authority.
  • Assuming and executing the powers established under Article 39 of the Statute of Autonomy of the Balearic Islands.

 

Today, the Consell Insular plays a key role in coordinating the island's administrations: territorial planning, activity and urban planning, regulation and inspection of the tourism sector, management of historical and artistic heritage, waste collection and treatment, social care and assistance for disadvantaged or disabled groups, child protection, and land transport are, together with other responsibilities such as civil protection and the fire service, the institution’s main competences.
